Institute of Rural Management (IRM)

About the Project

The Institute of Rural Management (IRM) is one of Pakistan’s foremost organisations in workforce development and training for rural communities.

Founded with the mission to reduce poverty and empower rural populations, IRM has become a leading provider of capacity-building services, with a focus on women’s empowerment and social entrepreneurship.

IRM is recognised internationally, having been declared a “Centre of Excellence” by the UN Economic and Social Commission for Asia and the Pacific for its work in human resource development.

November 2024 CEMVO CIC/CEMVO Scotland signed Memorandum of Understanding (MoU) in order to establishe a framework for collaboration between CEMVO CIC/Scotland and the Institute of Rural Management (IRM), Pakistan.

The two organisations will jointly develop initiatives aimed at capacity building, leadership development, environmental sustainability, and social enterprise.

IRM’s notable achievements include:

Training over one million individuals in Pakistan, with a focus on rural communities, including 45% women.
Delivering large-scale projects in collaboration with international agencies such as USAID, ILO, UNDP, World Bank, and the Asian Development Bank.
Developing sustainable livelihoods through job placements and entrepreneurship, ensuring economic empowerment for rural communities.

Implementing international projects in more than 20 countries and building partnerships with numerous public and private sector institutions.

Vision and Objectives

 

This MoU is guided by the shared vision of both organisations to:

  • Foster cross-border collaboration in areas of mutual interest, particularly focusing on climate change, capacity building, and social enterprise.
  • Leverage collective expertise to address challenges in leadership development, environmental sustainability, and economic empowerment, especially within vulnerable communities.
  • Enhance the capacities of NGOs and other voluntary sector organisations in both Scotland and Pakistan to deliver impactful, sustainable programmes.
  • Promote social justice, equality, and inclusion by addressing structural inequalities through capacity building and community empowerment.

 

Areas of Collaboration

 

The two organisations agree to collaborate on the following initiatives:

  • Climate Change and Biodiversity Conference
  • Graduate Volunteering Programme in Pakistan
  • E-Commerce Training and Social Enterprise Development
  • Women’s Economic Empowerment
  • Capacity Building for NGOs

 

Project Management and Steering Committee

 

To ensure the effective management of joint projects, a Steering Committee will be formed, composed of representatives from both organisations. The committee will oversee the following functions:

  • Strategic planning and decision-making for all joint initiatives.
  • Ensuring compliance with project timelines, budgets, and deliverables.
  • Monitoring and evaluation of project outcomes to ensure continuous improvement.
  • Overseeing the allocation of resources and ensuring financial transparency.

Both organisations will define their respective roles for each project based on the nature of the initiative, the geographic location, and the expertise required. The lead organisation for each project will be determined in accordance with the funder’s guidelines and the project’s primary location (i.e., the UK, Scotland, or Pakistan)

This MoU reflects the mutual desire of CEMVO CIC/CEMVO Scotland and the Institute of Rural Management (IRM) to establish a long-term partnership aimed at achieving shared goals. The two organisations believe that this collaboration will provide significant benefits to the communities they serve, particularly in addressing the challenges of poverty, inequality, and environmental sustainability.
